Normally, at the beginning of each year, renewals of ambient music licenses are usually made (SPA – Portuguese Society of Authors + Passmúsica/Audiogest).
In general, if a certain establishment only transmits a TV signal on public channels, it only needs to have a license from SPAutores (it is not mandatory to pass music), but if it broadcasts music channels on that television, it needs to have all the licenses.
Regarding SPAutores, just send an email to the local representative so that they indicate the amount and payment references (if it is the same as in previous years there is a "discount" on renewals until March).
As for Passmúsica, I recommend that you contact us, check the official website where you can get a simulation.
